AanZET 2026: zero-emission truck subsidy requires more than an application

AanZET opens on 29 September 2026. For transport and logistics companies, this is more than a subsidy application. It is an investment decision in which the vehicle, financing, charging capacity, grid connection and planning all need to align.

AanZET 2026: what changes now?

RVO opens the autumn round of the Zero-Emission Truck Purchase Subsidy on 29 September 2026 at 09:00. The scheme closes on 16 October 2026 at 12:00. The total budget is €119.2 million. The maximum subsidy amount depends on the vehicle category and company size and can be up to €115.200.

On 29 and 30 September, a company can submit one application per working day for up to two zero-emission trucks. From 1 October, one application per working day can be submitted for up to ten vehicles. RVO also explicitly states that businesses should check before investing whether additional electricity use could cause problems due to grid congestion.

The real problem: five decisions are often made separately

The subsidy is only one part of the decision. In practice, at least five decisions come together:

If that information sits in separate spreadsheets, quotations, inboxes and people's heads, the subsidy application may be on time while the investment decision is still not executable.

The way it works now

  • The appointment is in one colleague's mailbox
  • Data is manually retyped from one system to another
  • The person who knows is on vacation
  • No one can see afterwards why this decision was made

As it is

  • The agreement is stored with the client, findable for everyone
  • Once entered, information flows through to the rest
  • Work continues, even if someone is absent
  • Every decision has a source, an owner, and a date

Business impact: receiving a subsidy is not the same as realizing value

A subsidy lowers acquisition costs, but does not remove execution risk. A poorly chosen vehicle, insufficient charging capacity, a delayed grid connection or missing ownership can still weaken the business case. Management should therefore steer not only on “application submitted”, but on the entire chain from decision to commissioning.

Practical approach: create one investment dossier

  1. Record the decision. Objective, vehicles, routes, investment, subsidy and desired commissioning date.
  2. Connect the dependencies. Vehicle, charging site, grid connection, financing, permits and supplier.
  3. Make uncertainties visible. Mark what is confirmed, what is still estimated and what still needs investigation.
  4. Assign one owner to each action. No shared responsibility without a name and date.
  5. Measure after implementation. Compare the planned investment, subsidy, deployability and operational outcome with the original business case.

Where Powerhouse becomes relevant

Bedrijfsgeheugen/Powerhouse can connect these decisions in one management view: the external scheme as evidence, the internal investment case, dependencies, actions, owners and outcomes. For customers, an external signal such as AanZET is shown in the cockpit only when sector, fleet, investment-plan or other tenant evidence supports its relevance. This keeps external market information as context rather than incorrectly presenting it as a customer fact.

The relevant Powerhouse chain is: signal → problem → evidence → impact → action → capability → outcome → learning. For this AanZET case, that includes the Regulatory Impact Monitor, decision and action tracking, scenario/investment context and Monitoring & Learning.

Measurable result

The goal is not “read a subsidy update” or even “submitted an application”. The goal is a demonstrably executable investment decision: all critical dependencies are known, actions assigned, deadlines monitored and the realised outcome fed back into the original business case.

The subsidy is one link. The business case becomes manageable only when the vehicle, infrastructure and execution are part of the same decision chain.

Powerhouse keeps the external source, internal relevance, action, owner and outcome in the same evidence lineage.
