Circular Plastics NL 2026 closed: what can you do now?

Your company wants to process more recycled plastic. Your partners are enthusiastic, an initial investment plan is ready, and then you discover that the subsidy everyone discussed has already closed. What now? Don't start another pile of disconnected spreadsheets. Check which scheme is actually still open, record what you need, and decide who takes the next step.

The CPNL application window of 2026 has passed

The subsidy Circular Plastics NL (CPNL) could be applied for in 2026 from 21 April at 09:00 through 6 October at 17:00. The total budget was €40 million. So on 25 October 2026 that application window had already closed. This is not a prediction: it is stated on the current information page of the Netherlands Enterprise Agency (RVO).

CPNL supported research and demonstration projects across the plastics and recycling chain. Applications required cooperation with other organisations. If you did not submit before the deadline, don't treat that round as though you could still apply today. Check the official CPNL status at RVO.

An important distinction

The 6 October deadline applied to CPNL. The fact that another plastics scheme opened on 6 October does not mean CPNL reopened. Each scheme has its own eligibility rules, target groups, and application process.

Which schemes can you still explore on 25 October?

There are other options for circular innovation, but none of them is automatically suitable for your company. In the RVO overview of financial support for circular projects lists the following two schemes as open on 25 October, among others:

  • Plastic Processors Transition Subsidy 2026 (SOPV): for certain production trials in which businesses process more bio-based or recycled plastics. According to RVO, applications run from 6 October through 15 December 2026. Check the product and process conditions before relying on support.
  • EKOO: Circular economy: for partnerships researching and developing innovative circular products, processes, or services. According to RVO, applications run from 22 October through 3 December 2026. This is not the same as the separate EKOO Circular Plastics scheme, which is currently closed.

Subsidy overviews change. Before investing or applying, consult the official scheme, its current status, required authorisations, and supporting documents. An open application window is not proof that your project qualifies.

The way it works now

  • The appointment is in one colleague's mailbox
  • Data is manually retyped from one system to another
  • The person who knows is on vacation
  • No one can see afterwards why this decision was made

As it is

  • The agreement is stored with the client, findable for everyone
  • Once entered, information flows through to the rest
  • Work continues, even if someone is absent
  • Every decision has a source, an owner, and a date
drag with your finger

What does this mean for an entrepreneur with a real project?

Suppose you make a plastic product and for a new production test you need three parties: your material partner, a machine builder and your own factory. The supplier keeps the latest specifications in the email. The financial justification is with the director. And no one is sure who last edited the project plan.

That is not just a subsidy problem. It is a knowledge and process problem: a decision can be delayed when sources, ownership, and next steps are scattered. If you want to prepare the next application on time, fix that way of working now—even if you eventually discover that no scheme fits.

Five steps to take this week

  1. Verify the current subsidy status. Record the scheme, the official RVO link, closing date, and conditions that seem relevant to your project. Mark anything that still requires confirmation.
  2. Define one business objective. Do you want to use more recycled material, test a production process, assess new equipment, or carry out joint research? Define the goal before focusing on subsidy options.
  3. Bring the necessary knowledge together. Collect quotes, material specifications, process measurements, partner agreements, and budget assumptions in one accessible place. Record which version has been checked.
  4. Make ownership explicit. Assign someone to current eligibility rules, someone to the financial model, and someone to submit evidence on time. Agree on a decision date well before the deadline.
  5. Compare a scenario without a subsidy too. What operational benefit does the investment bring? What happens if the project starts later? What can you test at a smaller scale before committing to a larger investment?

The result need not be a thick report this week. One up-to-date overview of goals, sources, assumptions, owner, decision point, and next action is already a better foundation than six competing versions of the same plan.

How to avoid missing the next opportunity

A subsidy can change, but your company still has to make choices. Work with a repeatable way of managing: a new signal arrives, you verify the source, assess the impact on your company, assign an owner and afterwards check whether the action yielded anything. Only then do you learn more than just which deadline you missed.

Bedrijfsgeheugen is about connecting existing systems, business knowledge, and decisions. Not every entrepreneur needs another dashboard; often the starting point is getting the right information to the right colleague, together with a clear next step.

No. SOPV 2026 is a separate scheme for certain production trials. According to RVO, applications run from 6 October through 15 December 2026; eligibility conditions differ from those of CPNL.

Start with your project goal, partners, costs, and factual requirements. Then verify the official RVO conditions. This helps you avoid basing an investment or application on an assumed scheme.
